ICA officers at Changi Airport Terminal 3 foiled a major smuggling attempt on November 23, 2025, involving a 39-year-old South Korean woman who holds a Singapore employment pass. Despite declaring nothing, the woman's baggage contained two e-vaporisers, over 50 pods, and more than 1,200 heat sticks.
The case was referred to the Health Sciences Authority (HSA). Smuggling prohibited tobacco products is a serious offence under the Tobacco (Control of Advertisements and Sale) Act. A first-time conviction for importing e-vaporisers and related components carries a maximum penalty of a S$10,000 fine and/or six months' imprisonment. This severity highlights ICA's commitment to border security and the stringent enforcement against illegal vaping products. The woman also faces the risk of losing her employment pass and subsequent deportation.
