A 46-year-old Chinese national driver, Guo Chuankui, attempted to avoid a parking fine by offering a $10 bribe to a parking warden. On April 4, 2023, Guo parked his company vehicle illegally on a road with double yellow lines near a construction site. When Certis Cisco Protection Services officer, Mr. Vikneswaran Kumaran, tried to issue a $70 parking ticket, Guo returned and pleaded with him to cancel it.
After multiple unsuccessful attempts to negotiate, Guo resorted to offering $10, which Mr. Vikneswaran refused. Guo placed the money on the warden’s motorcycle, but Mr. Vikneswaran reported the incident to his superior, who advised him to alert the police. Guo was arrested and later charged in court.
On October 4, 2023, Guo pleaded guilty to the corruption charge and was sentenced to three weeks in jail. Convicted of graft, he faced up to five years in jail and a fine of up to $100,000.
