GE 2025: Leong Mun Wai Returns as PSP’s Secretary-General

The Progress Singapore Party (PSP) has announced a leadership reshuffle, with former party chief Leong Mun Wai reinstated as secretary-general ahead of the upcoming General Election. The change was confirmed on March 26, 2025, following an internal vote on March 20, where about 100 party cadres elected 12 members to form the new Central Executive Committee (CEC).

Leong Mun Wai’s Return

Leong Mun Wai, who previously served as secretary-general from April 2023 to February 2024, stepped down after receiving a correction direction under the Protection from Online Falsehoods and Manipulation Act (POFMA). However, with the latest leadership change, he has resumed the party’s top executive role, with Hazel Poa, his immediate successor, now serving as vice chairperson.

Expressing gratitude for the trust placed in him, Leong said:

"I’m honoured the CEC asked me to take back the position of the sec-gen to lead the party into the election so that we can scale greater heights."

Leadership Transition & Stability

Describing the transition as smooth, Leong emphasized that there was no major shift in party strategy, as he and Poa had been working closely together for years. He likened the change to a "relay team," where leadership is passed back and forth based on circumstances.

Dr Tan Cheng Bock, the party’s founder and chairman, confirmed that the change was uncontested, stating:

"It is just that Hazel wanted to pass the baton back to Mun Wai."

Poa, who has been managing the party’s structure while Leong focused on ground operations, said she was comfortable stepping back, as she will soon take on new responsibilities as a foster parent.

"This arrangement suits us well," she said.

Dr Tan praised PSP’s leadership style, highlighting its emphasis on collective decision-making. He also addressed Leong’s resignation following the POFMA order, noting that the party values accountability.

"If you do something that's not proper, you step down, but (you) will come back again. That is the way good politicians should conduct themselves."

Leong echoed this sentiment, stating that politicians should take responsibility for their mistakes but should not be deterred from continuing their political journey.

PSP’s Plans for GE 2025

With the General Election expected to take place by November 2025, PSP’s leadership transition comes at a critical time. The party’s new CEC includes both experienced leaders and younger members, signaling a balance between continuity and renewal.

Dr Tan emphasized that the team is gearing up for the election, stating that the leadership lineup is "of course" the best one for the party. He also noted that bringing in younger members to the CEC allows them to gain experience in managing an election campaign.

PSP’s Performance in GE 2020

PSP’s most notable electoral performance came in the 2020 General Election when its team secured 48.31% of the vote in West Coast GRC against the People’s Action Party (PAP) team led by former Transport Minister S Iswaran. This narrow margin earned PSP two Non-Constituency Member of Parliament (NCMP) seats, which Leong Mun Wai and Hazel Poa currently hold.

PSP’s New Leadership Line-Up

The newly elected CEC and their roles are as follows:

  • Tan Cheng Bock – Chairman

  • Hazel Poa – First Vice Chairperson

  • A'bas bin Kasmani – Second Vice Chairperson

  • Leong Mun Wai – Secretary-General

  • S Nallakaruppan – Treasurer

  • Jonathan Tee – Assistant Treasurer

  • Phang Yew Huat – Organizing Secretary

  • Soh Zheng Long – Deputy Organizing Secretary (Logistics)

  • Wendy Low – Head of Women's Wing

  • Samuel Lim – Head of Youth Wing

  • Anthony Neo – Head of Membership

  • Joseph Wong – Head of Special Projects

With Leong Mun Wai back at the helm, PSP appears to be focusing on stability and continuity as it prepares to contest in GE 2025. The party’s strategy and candidate selection in the coming months will be closely watched as Singapore’s political landscape takes shape.
