PAP Unveils New Chua Chu Kang GRC Team with Dr Amy Khor Out

 




On April 14, 2025, the People's Action Party (PAP) introduced its four-member team contesting Chua Chu Kang Group Representation Constituency (GRC) for the upcoming General Election. The team will be led by Deputy Prime Minister Gan Kim Yong and comprises returning MP and lawyer Zhulkarnain Abdul Rahim, along with two new candidates – former senior civil servant Jeffrey Siow and neuroscientist and community volunteer Dr Choo Pei Ling.

At a press conference held at the PAP Chua Chu Kang Branch, Mr Gan also confirmed that current MP Don Wee and Senior Minister of State Dr Amy Khor would not be standing for election this year. Mr Wee has served as the MP for the Brickland division since 2020, while Dr Khor has represented Hong Kah North Single Member Constituency (SMC) since 2011. Dr Khor is also currently serving as Senior Minister of State for Transport and the Ministry of Sustainability and the Environment.

Bukit Gombak, previously part of Chua Chu Kang GRC, has been carved out as a single-member constituency under the latest electoral boundaries review. Senior Minister of State Low Yen Ling, who has served the Bukit Gombak area since 2011, will contest the newly formed Bukit Gombak SMC. Ms Low shared that although the ward is now an independent constituency, it remains part of the broader Chua Chu Kang network and will continue to work in synergy with the other divisions.

Jeffrey Siow, 46, is one of the most senior public servants to enter politics ahead of GE2025. Until April 2, he was the second permanent secretary at the Ministries of Manpower and Trade and Industry. He previously served as the principal private secretary to then Prime Minister Lee Hsien Loong and also held leadership roles at statutory boards such as Enterprise Singapore.

Mr Siow spoke candidly about how government schemes shaped his early life. Coming from a modest background, he benefited from social programmes like free milk distributions and subsidised surgeries. A government scholarship enabled him to pursue university studies, and he shared that his decision to join politics is rooted in his desire to give back more directly to the community.

He emphasized that while public service policy work is important, what matters most is how these policies impact citizens at the ground level. He said he sees political service as a more direct and personal form of public service and pledged to bring the same dedication and passion he demonstrated throughout his civil service career.

Dr Choo Pei Ling is an Assistant Professor and neurophysiotherapist who has been volunteering for over 20 years. She previously served as a grassroots adviser in Marine Parade GRC and was appointed second adviser to grassroots groups in Kembangan-Chai Chee in mid-2024. Her work has focused on helping vulnerable individuals, including those suffering from brain injuries and dementia.

She was first seen at a community event in Chua Chu Kang GRC on April 5. At the April 14 press conference, Dr Choo expressed her desire to support residents across all age groups, especially middle-aged families and caregivers. She said she hopes to act as a bridge between residents and support systems, helping to voice their needs and improve their lives.

Meanwhile, Bukit Gombak SMC, with over 26,000 voters, will see residents voting independently for the first time in over 20 years. The constituency includes Hillview estate and surrounding HDB areas. Developments in the area, such as Hillview Connect and the newly opened Hume MRT station, reflect the progress made over the past decade. Ms Low credited the community’s collective effort in lobbying for these enhancements.

She reaffirmed her commitment to the residents of Bukit Gombak and emphasized the importance of continued collaboration across the GRC divisions. She added that while structural boundaries may change, the focus remains on strengthening community ties and maximizing resources to serve residents better.
