Driver Charged After Fatal Tampines Hit-and-Run

 




A driver who allegedly caused a fatal accident by running a red light and subsequently fleeing the scene has been charged with a slew of serious offences. Muhammad Mustaqim Ismail, 35, faces eight charges, including dangerous driving causing death.

The Fatal Accident and Flight

The accident occurred on November 24, 2025, around 2:30 pm, at the junction of Tampines Avenue 7 and Tampines Street 42.

  • Victim: The collision involved a 67-year-old cyclist, Mr. Taha Moon, who was riding a power-assisted bicycle (PAB). Mr. Taha suffered serious injuries and later died at the hospital.

  • The Charges: According to the charge sheets, Mustaqim allegedly failed to conform to the red light signal on Tampines Avenue 7, colliding with Mr. Taha, who had the right of way while travelling from Tampines Street 42.

  • Flight: Mustaqim allegedly abandoned the car he was driving before fleeing from the scene of the crash and failing to provide assistance to the cyclist. He was also charged for failing to report the accident to the police within 24 hours.

Mustaqim was arrested two days after the accident, on November 26.

The Eight Charges

Mustaqim was handed eight charges in court on November 28, which include:

  1. Dangerous Driving Causing Death

  2. Driving without a valid driving licence

  3. Taking away a motor vehicle without the owner’s consent (Vehicle Theft)

  4. Failing to provide assistance to the injured person

  5. Failing to report the accident to the police within 24 hours

  6. Three other related charges

Court Appearance and Bail Denial

During the court hearing on November 28, the prosecution strongly opposed bail, citing Mustaqim as a "high flight-risk individual."

  • Accused's Plea: Mustaqim urged the court to grant him bail, claiming his flight was due to panic: "I did not know how to react as it was my very first time experiencing this. I was scared and traumatised after the accident." He added that he had "no ill-intent towards the victim or his family" and felt "very sorry for the victim."

  • Prior Conviction: The court noted that Mustaqim had a prior conviction for driving without due care and attention in September 2022.

  • Bail Outcome: Bail was not offered to Mustaqim. His case has been adjourned for a pre-trial conference on January 2, 2026.
