A fifty one year old man named Chia Hiok Seah was sentenced to six weeks of imprisonment and a fine of one thousand dollars on April 6 2026. This legal outcome follows a series of events involving a confrontation in a multi storey carpark where the accused was caught in a compromising situation with a married woman. Along with the custodial sentence the court also imposed a one year disqualification from holding or obtaining all classes of driving licenses which will take effect upon his release from prison.
The background of the case involves Chia and a woman named Ms Wong Shunyi who were involved in an extramarital relationship. Court documents indicated that the woman’s husband had previously discovered that his wife was visiting hotels with Chia. In an attempt to address the situation the husband had sought marriage counseling and had even expressed thoughts of harming Chia to a social worker. This led to police involvement in October 2023 where an investigating officer advised all three parties to avoid escalating conflicts and to seek official assistance if tensions rose.
The specific incident that led to the charges occurred in the early hours of June 29 2024. After meeting for dinner Chia drove Ms Wong toward her residence at Compassvale Bow in Sengkang. Instead of dropping her off immediately he drove to a nearby multi storey carpark. Inside the vehicle the couple removed their clothing and engaged in intimate acts. At approximately 2am Ms Wong’s husband who had been searching for her located the parked car. Seeking to gather evidence of the infidelity the husband approached the vehicle while recording with a device.
Upon reaching the car the husband discovered both Chia and Ms Wong in a state of complete undress. He attempted to open the vehicle doors to confront them but found that the doors were locked. In a desperate attempt to prevent the couple from fleeing the scene the husband climbed onto the bonnet of Chia’s car. Despite the husband being positioned on the front of the vehicle Chia began to drive off in an effort to exit the carpark while he was still naked.
As the vehicle moved the husband was flung from the bonnet and onto the ground. The fall resulted in several physical injuries including a puncture wound on his face as well as various wounds to his chest right hand and left knee. The victim required surgery for his injuries and was subsequently given fourteen days of hospitalization leave. After his medical procedure the husband alerted the police and provided an account of the rash act that led to his injuries.
Chia was eventually arrested on September 16 2024. During the legal proceedings he pleaded guilty to one count of appearing nude in a public place. While he did not dispute that his driving caused the victim to be flung from the car he claimed during his trial that he acted out of fear for his own safety believing the husband intended to harm him. However the prosecution argued that Chia’s actions went beyond what was necessary for self defense noting that the husband was outside a locked vehicle and could not have reached the occupants. The court ultimately convicted Chia of causing hurt by a rash act.
In mitigation Chia’s legal representatives stated that he was a person of good character and noted that he had lost his employment following the media coverage of the case.
