NEA Inspector Jailed for Soliciting Bribes from Cleaning Staff





On 22 May 2025, Ruzdiman Salhan Mohamed Salim, a 44-year-old former route inspector with the National Environment Agency (NEA), was sentenced to 24 weeks in jail for soliciting and receiving bribes totaling S$2,420 from employees of a cleaning service provider. The court also ordered him to pay a penalty equivalent to the amount he had unlawfully obtained.

Ruzdiman's role at NEA involved inspecting routes cleaned by service providers contracted to maintain public cleanliness. These inspections were critical, as any lapses could result in default points, leading to financial penalties for the service providers. Between 2017 and 2022, Ruzdiman was responsible for inspecting areas managed by YS Yong Services.

Initially, Ruzdiman was diligent in his duties, issuing over 50 default points monthly. However, from 2019 onwards, he began to neglect his responsibilities, often asking YS Yong staff to send him photographs of cleaned areas instead of conducting physical inspections. This dereliction of duty coincided with his solicitation of bribes from the company's employees.

Ruzdiman approached three employees—a cleaning supervisor, an operations executive, and an operations manager—requesting loans under various pretenses, including personal financial difficulties and family expenses. The employees felt compelled to comply, fearing that refusal could negatively impact their company's standing with NEA. The amounts solicited ranged from S$50 to S$1,500.

Despite initially intending to contest the charges, Ruzdiman eventually pleaded guilty to five counts of corruption, with ten additional charges considered during sentencing. The court emphasized the breach of trust and abuse of authority inherent in his actions.

This case underscores the importance of integrity within public service roles and the severe consequences of corruption. NEA has not disclosed whether Ruzdiman remains employed with the agency. The Attorney-General's Chambers has also been approached to determine if any action will be taken against the employees who provided the bribes.
